Regulations



Art. 1.

The International Festival of Documentary Cinema of Guía de Isora, Miradas-doc, has among its fundamental objectives the dissemination and promotion of documentaries on social subjects – in the widest sense of the word – produced anywhere in the world, with the idea that there is a direct manner of understanding, observing and making visible the social processes which take place both in the “south” and the north of the planet and which may be felt in human society as a whole. 
Conscious, moreover, of the boom that the documentary genre is undergoing in our country, the Organising Committee of the Festival has considered it necessary to include a section for competition devoted to promoting the documentary which is produced in Spain, as a support to new documentary makers, and to the documentary with free subject matter produced in the Canary Islands, with the aim of contributing to the development of the documentary in our islands. In this way, three different ambits are established in the official section of Miradas-Doc: international, national and Canarian.

Art. 2.

The  International Festival of Documentary Cinema of Guía de Isora MIRADASDOC will be held annually with the dates being set by decision of the Organising Committee.

Art. 3.

The Festival will consist of the following events:

1. Festival
  1. The "OFFICIAL SECTION" which is broken down into three competitions:
    1. INTERNATIONAL COMPETITION
    2. NATIONAL COMPETITION
    3. CANARIAN COMPETITION
  2. The "INFORMATION SECTION", of a non-competitive nature, in this section, it is intended to offer a view of the best international documentaries. The different showings that will make up this information section are: 
    1. "A PERSONAL RETROSPECTIVE", a non-competitive section made up of an indeterminate number of documentaries as a retrospective-tribute to a filmmaker of recognised prestige. 
    2. "CINEMATECA SUR", is a section made up of three showings and will be devoted entirely to the documentary cinema of three countries. These seasons will include both current production and retrospective material. 
    3. “Actualidad Documental” (Documentary Reality), which will each year have as its objective to offer a view of some aspect of the reality of documentary cinema.   

2. Market
a. “Miradas MARKET”.

Miradas MARKET is a cinema market aimed at producers/directors of documentaries with social themes, produced in any country in the world (with the idea that there are social processes that can be discovered and which it is interesting to know of) who have projects under development and who wish to achieve funding on the part of television companies, or alternatively projects which are already advanced and which need distribution or a showing. 

3. “DOCUMENTARY WORKSHOPS”
The Festival Organisers will offer during the holding of the Miradas-Doc Festival , three workshops devoted to the theory and practice of documentary cinema taught be outstanding documentary filmmakers of international prestige.
The workshops consist of five classes of twenty hours’ duration and are aimed at both professionals and students of the genre. The cost of registration will be decided by the organising committee on the basis of the nature of the workshop and will be published each year on the official web site of the festival at the beginning of the period for registration. 

4. “PARALLEL ACTIVITIES”
The activities which are carried out in parallel to the Miradas-Doc Festival  will combine the conferences and the theoretical sessions with working groups and documentary showings from the Punto de Vista (Point of View) section. 

5. ENSEÑANDOC
At Miradas-Doc, we open our doors to young students through “enseñanDOC”, so that they can find, in the programmed showings, a way of being trained for citizenship. Nowadays, education cannot be reduced to the mere transfer of theoretical elements; it must also transmit positive civic attitudes and values. And it is in this framework that Miradas-Doc offers young students tools to develop a civic culture, active, responsible and critical participation in public life, such attitudes and values as: tolerance, social justice, equality, human rights, solidarity, participation, human dignity and such like, which will help in the process of training them as responsible citizens.

Art. 4.

The documentaries registered in the OFFICIAL SECTION must fulfil the following conditions:
  • They must have been produced in the year that the Festival is held or in the two preceding years.
  • They will be presented with the original soundtrack, ideally with subtitles in Spanish and at least with subtitles in English. 
  • The format for projection of the documentary should be 35 mm film, 16 mm. film or professional video (BetaCam).
  • They may be shorts. Shorts are those documentaries which do not exceed thirty minutes’ duration.  
  • Racist, sexist or xenophobic work will not be accepted.
  • Each filmmaker may present the number of works that he pleases.
  • Each work may only be presented for a single category of Competition.

Art. 5.

In order to participate in the Festival selection, it is necessary to proceed as follows: 
Registration of documentaries in the Official Section for Competition:
The interested party must fill in his/her details on the registration form which is to be found at the official web page of the Festival: www.miradasdoc.com

Only those registrations made via the above-mentioned electronic form will be valid, and no other means of registration such as e-mail, fax or ordinary mail is acceptable.

In order to participate in the selection it is necessary, once the electronic registration has been made, to send the film by mail, or to hand over the film personally at the general registry of entry at Guía de Isora Town Hall, as a DVD copy (Region 2 PAL) with the registration number supplied by the festival at the moment of the registration, to the Selection Committee for the MIRADASDOC Festival at the following postal address:

The final date for registrations will be indicated in the official announcement of the Competition.

No work will be accepted after the final date for registrations and the only valid date is that of the general registry of entry to the Guía de Isora Town Hall or alternatively the date of franking by the post office, without exception. 

The Selection Committee of the organisers will make a selection from the registered works. The decision of the committee is final. 
 
Once the process of selection is complete, the result will be notified to all participants, with whom the conditions for showing and sending the originals in accordance with Article 6 of the present regulations will be agreed. 

The Festival will not return the DVDs for those documentaries that are not selected, which will form part of an audiovisual archive for popular consultation deposited at the Municipal Public Library in Guía de Isora.
Among all the documentaries selected for the OFFICIAL SECTION for competition, a panel of judges made up of international professionals of the documentary genre or the world of culture, will decide on granting the following prizes:  
 

INTERNATIONAL COMPETITION:

  OFFICIAL PRIZES:

Miradas-Doc Prize for the Best Documentary.
10,000 €

The Miradas-Doc prize for the best documentary is a recognition of the documentary work and the filmmaker.

Prize for the Best Documentary Short.
6,000 €

The prize for the best documentary short expresses our commitment to this duration of less than 30 minutes.

Prize for the Best First Work.
4,000 €

This prize is given in support of new directors and their first works.  


SPECIAL PRIZES:

The following special prizes will be granted chosen from all the documentaries selected in the different categories of the Official Section for Competition:

The Best Human Rights Documentary. 3,000 €

This prize is a contribution to the enrichment of the fundamental values of the human being and for this reason this award aims to be an identifying mark of this festival as a reference point in human rights.


Special Audience Prize. 1,500 €

The audience attending the festival selects its favourite documentaries and votes during the event.

The panel of judges may grant an honorary prize to one of the selected documentaries in each official category: Best Documentary, best documentary short and best first work.


NATIONAL COMPETITION:

Prize for the Best Spanish Documentary.
4,000 €

The rise of the documentary in Spain over the last few years has led us to create a special prize devoted to the documentary produced in this country. 


CANARIAN COMPETITION:

Prize for the Best Canarian Documentary.
4,000 €

This prize is awarded in support of documentary filmmakers from the Canary Islands, with the aim of contributing to the development of the documentary in our islands. 


In order to participate in the First Work Prize, the film must be the first full-length or short documentary by the filmmaker. 

The members of the panel of judges may not compete as filmmaker, director or producer. 

No more than one "ex aequo" prize may be won with the prize money, if applicable, being divided between the prize-winners if there were more than one.
 
The prize will be subject to withholding as set out in the Income Tax regulations. 
 
The prize-winning producers must use the logo and/or the text of the prize as it has been awarded in their advertising. 
At future editions of the Festival, the economic variations in the prizes will be decided by the Organising Committee. 
The Miradas-Doc Festival gives the prize exclusively to the filmmaker.


Art. 6.

Once the works to take part in the Official Section for Competition of the International Festival of Documentary Cinema of Guía de Isora Miradas-Doc have been selected, it will be necessary to proceed in the following manner:
Documentaries selected by the Selection Committee:

A cinema copy(35 mm o 16 mm) or alternatively a video of the documentary in the PAL system in any of the professional formats Betacam SP or DVCAM will be sent to the Festival organisers forty-five (45) days before the beginning of the Festival, together with digital photos (jpg or tif) and a synopsis of the plot, as well as any other kind of additional documentary material (press dossier, posters and a photograph of the filmmaker). The producers of the works also authorise the use of a fragment of the same (of a maximum of three minutes’ duration), for broadcast or publication by any medium.  The Festival may use photographs from the films for advertising in the press, information leaflets and other means of communication, as well as to include the works in its official catalogue or other publications of the Festival.

Art. 7.

The transport costs, from the place of issue of the copy, will be the responsibility of the interested party. The transport costs deriving from the return of the work once the Festival has finished, will be the responsibility of the Festival. In the case of losses or of damage during this period, the responsibility of the Festival will be limited to the value of substitution of the copy. The insurance taken out by the Festival covers the risks of fire, loss, theft, damage and destruction of the copy for the period comprised between the arrival at the offices of the Festival and its return to the address indicated by the person who registered the documentary. The maximum period for the return of the copies with be THIRTY (30) days to be counted from the day following the closing of the Festival. The maximum period to effect any claim regarding a copy will be three months to be counted from the date of return.


Art. 8.

The Organising Committee of the Festival and its Advisory Committee will set down the order and the date of exhibition of each documentary.

Once the registration of a documentary is effected, it may not be withdrawn before its projection at the Festival.

The exhibitions within the Festival will be carried out in the district of Guía de Isora, at a rate of one showing per day and per hall, with a maximum of three projections on different days. 
 
The organisation of Miradas-Doc may make projections after the holding of the festival of the prize-winning works. 
 
It is understood that the authors and producers of the same, as a result of the fact of participating, grant their authorisation for such projections. 


Art. 9.

All the registered works will form part of the video library of the Festival, and may be shown for cultural and educational, but under no circumstances commercial, purposes (guaranteeing in all cases the copyright and intellectual property of the same, reserving to themselves the rights of display on the different Cultural Circuits). 
 
Any other use of these works will be agreed in advance and in writing with the legal owners of the work. 
 
Art. 10.

A selection of 40% of the works registered for the festival will go on to form part of the catalogue of documentaries of Miradas-doc MARKET if this is so indicated by the interested party in the electronic registration form.  

Art. 11.

Registration for the Festival involves full acceptance of the present Regulations. The interpretation of the same will be in the power of the Festival. In the case of controversy, the matter will be subject to Spanish legislation and jurisdiction. 
Likewise, it is agreed to make public display of the regulations in the terms set down in article 49, of Act 7/85, of 2nd April, in regulation of the Bases of a Local Regime, modified by Act 11/99, of 21st April, with provisional approval being made definitive if no pleas are formulated.



Conditions



1. Registration is free of charge.  The Registration must be formalised by filling in the electronic registration form of the official web page of the Festival   www.miradasdoc.com. Any registration form which does not comply with these rules will be automatically eliminated from the competition. 
 
The work will be handed over personally at the general registry of entry of the Guía de Isora Town Hall, or alternatively it will be delivered by mail and must clearly indicate: DOCUSUR Festival International de Documentales del Sur. Address:

2. The final date for acceptance of works will be:  13th June 2008, the date of the franking, without exception. 

3. The production of the works must be later than 1st January 2007.

4. Each participant may present one or more documentaries. Each documentary must be presented in only one of the following Competitions and categories:

International Competition: Best Documentary, Best Short and Best First Work.
National Competition: Best Documentary on Social Matters.
Canarias Competition: Best Documentary.
5. The festival requires as the minimum quality of projection format DV-Cam or Betacam.

6. The competitors must send, for pre-selection, a copy in DVD PAL format. They must be labelled, specifying the category  for which they are registered, the name of the documentary, the director and e-mail address.

7. The panel of judges will be made up of recognised figures from the audiovisual or cultural world. 

8. The judges may not compete as author, director or producer. 

9. The totality of the participating works, whether selected or otherwise, will form part of the documentary archive of the Festival (DVD), which will not under any circumstances be used for profit by the organization.

10. The documentaries presented for competition may be selected for the Screening at MIRADAS-DOC Market, with prior indication by the interested party on the Festival Registration Form.

11. In order to participate in the Prize for a First Work it must be the first full-length or short documentary by the filmmaker.

12. The documentaries presented may be shorts. Those documentaries which do not exceed 30 minutes’ duration will be considered to be shorts.
